I like the drum brake spring combo, it looks like it could work well. Of course the same thing could be done with a disk brake or some other way, the point is that you need to be able to control the braking force so that the stopping distance is consistent. You cannot be consistent when the sliding surface is out of your control. With an adjustable brake that doesn't lock up the wheels the decceleration is controlled by the brake (which is completely in your control) rather then by the skidding of the wheels against the floor surface(over which you have no control). The floor could be wood or tile etc., the floor could be dirty or have chalk from a blackboard on it, or have just been waxed. The floor will certainly get dirty from people walking on it during competition (although you are allowed to clean the floor if you want to).
We had a terrible time at Nationals last year with trying to get some idea of the friction of the track beforhand. In the end we never got to run the scrambler on the track until the competition so we had to be very conservative on the first run.

Yeah but It does veer to the left after 9 or so meters any tips straightening it out
