To my (untrained) eye, it looks as though the page is no longer Outdated, but it is still Incomplete regarding some aspects of the event (namely the written portion). My vote is for removing the Outdated tag and setting up the page for the inclusion of added information, although one of the wikimods with a greater familiarity with the rules should probably confirm this.
