Bottle Rocket Questions

The rules state that when any part of the rocket touches anything, the time stops. At our last competition, the man who runs science olympiad said otherwise. Also, the rules state that no parachutes are allowed. He said that that only applied to the rocket, and not the egg. Does anyone know anything about this?
