Scioly Assassination 100: Mafia Reborn

Five years ago the mafia was reborn with the aspirations of one man. He had one purpose: to kill. He was stopped short of this dream, however, and since then 98 other attempts have been made to fulfill it. A small few were successful. Many others failed. But the dream has not been lost. Today, I stand before you as the one hundredth incarnation of the same dream. And through me a reign of terror will be established, a mafia reborn.

1. The officers will be the next five people who post. Put in a bit of thought before posting. If you have not been around for awhile, it is less likely that you will be able to identify me.
2. The informants will be the next five people who post after the officers.
3. Civilians may post.
4. People will die. However, there are some exceptions. I will not kill administrators or moderators. In return, I ask that they not reveal my identity.
5. The assassin will provide clues which plainly point to his next victim, and occasionally to himself.
6. The assassin will continue to post with his true account, and may provide hints there.
7. When accusing someone of being Assassinator you must use the following template "I accuse (place name here) because (give reason here)."
8. Once "killed" a user may not post about the identity of the assassinator.
9. Each clue will last three days, after which the Assassinator will kill.
10. Each officer begins with two accusations. You will earn an accusation with each correct protection.
11. The Assassinator reserves the right to add to these rules as he deems necessary.

There's no limit on number of accusations an officer can make. That's accurate, right? Starting with two accusations suggests the Assassinator is confident.
I can't be the only one wondering this. What's an informant in the context of the Assassinator games? How do they differ from civilians?
