I haven't done this event, but for mission possible my partner and I made a slow rolling ball; basically a hollow ornament with a viscous liquid like honey or corn syrup and a big marble inside. Another thing you could try is putting sandpaper on the track. Again I haven't done this event so I don't know if this is legal but I hope it helps!

Has anyone thought about using magnetic vehicles? The rules say no magnets should be used for the Roller Coaster, but in other parts of the rules (Section 4.a, for example) the Roller Coaster and vehicle are distinguished from each other.

Me and my partner put duck tape down on the coaster to slow our marble down.

You could try a wider track, with angled bumpers - roughly something like: / \ / \ / \
Also, the paper roller coaster "half pipe" is a pretty neat way to chew up some time.

The bottom portion of our track as a flat surface that is hinged at the top. It sits at a steep angle that is faster, but we can add height to the bottom to slow it down. Does that make sense?

To be honest, you shouldn't be worrying about slowing the roller coaster down right now. What you should try to do is maximize your gap distance. At the end, it mostly all comes down to who has the most gap.
