Max scores
Id like to make sure I have the right max scores for each level of competition interpreted correctly.
Assuming 12 pennies tails up in the inner ring and 38 pennies tails up in the second ring and 10 points for returning to the starting position:
Regionals: 12*5*2 + 38*4*2 + 10 = 434
States: 12*10*2 + 38*8*2 + 10 = 858
Nationals: 12*15*2 + 38*12*2 +10 = 1282

Your calculations for regional scores are correct. For state, pennies in the 4.0 cm - 8.0 cm ring receive 7 points, so a maximum score of 782. For nationals, pennies in the 4.0 cm - 8.0 cm ring receive 10 points, so a maximum score of 1,130.
