cannot send out PM

cannot send out PM

Has there been changed in how/when we can send out PM? I can receive and read PM, but can't reply or send out. I used to be able to send out PM, but now all my PM is stuck in outbox.
Tried to contact administrator twice, and never got any response either. Admin can you please chime/response to this post?
