I think they mean just to make sure that the cut is perpendicular to the edge of the tubing, if that makes sense.

I think it really depends on the proctor, but it's iffy because the description says that the vehicle should reverse. In any case, it'll be tough to find mousetraps with enough force to push the cup that far that still fit the specs.

^^Seconded. Additionally, no, I do not think its possible given the parameters of the rules such a device would have to fit within.

This is a very beginner question, but since I just found that we can't cut the mousetrap, how can I attach the rod to the mousetrap?

You can drill 4 holes in the mousetrap to drill it on your veicle
