3) It has to be an action. You can't have parallel actions running simultaneously.

Oh dorry my questions weren’t clear, I was thinking of the timing of the device itself. I had heard you couldn’t use a smartphone. Is this true? Does the event supervisor usually hold the timer?

The event supervisor (or more often, assistants) record the time, same as in any other builds (e.g. Mousetrap Vehicle). What would you use a smartphone for?

If the smartphone is part of the device then they are not allowed because they have lithium batteries.

Do you guys think HCL would be considered a "hazardous chemical" as stated in rule 2.d?

I don't really have experience with the chemicals and electricity version of MP so I don't know what the EC will say.
