I’m confused about the mechanical timing step. Does the start action have to initiate this? Does the timer have to be inside the device? Can we press it at the same time we pull the magnet?

Assuming I understand this right, the timer constitutes an action, inserted somewhere in the linear flow of the device, designed to take up time.
1) Only if it's immediately after - the end of the timer would need to trigger the next task.
2) What situation are you thinking of, that would have the timer outside the box? (If it's outside, it still counts toward the device dimensions)
3) It has to be an action. You can't have parallel actions running simultaneously.

Oh dorry my questions weren’t clear, I was thinking of the timing of the device itself. I had heard you couldn’t use a smartphone. Is this true? Does the event supervisor usually hold the timer?

If the smartphone is part of the device then they are not allowed because they have lithium batteries.

I don't really have experience with the chemicals and electricity version of MP so I don't know what the EC will say.
