Helicopter not flying

I finished building my helicopter using the kit. It is 5.14g. I am trying to use the included rubber and have a 1:20 winder. I have been winding 45 turns on the winder and trying to fly, but it does not fly. The top rotor is so slow that it does not take off.
What am I doing wrong?
How do I correct it?

More details are needed. What kit, what rubber "width" and tied loop length. Close up pictures of especially the nose bearing and rotor hook area would help. Almost sounds like you forgot the washer or glass bead that should be on the wire shaft between the nose bearing and the rotor.

your helicopter isn’t flying because you are winding far, far too little.
