Heavy Mass Clarification

In the rules it says that the heavy mass is in increments of 1g does this mean that it only applies to National level competition where it's also 1g increments or does the heavy mass also apply to both regionals and state with the same 1g increment?

My interpretation is that the Heavy Mass is always in 1g increments, regardless of event level.
