Brushless Motors

Brushless motors are allowed, but the rules don't allow IC's and a recent Rules Clarification confirms no ESC or PWM. If brushless motors require an ESC to operate safely, this seems contradictory. I must be missing something, can anyone explain?

If the "integrated circuit" (Ie. the ESC) is an "integral part of the commercial motor" than it should be OK.

Modern computer cooling fans are all brushless. You supply the fan with 12 VDC, and the electronics are in the fan package. This is an example of the type of brushless fan that is allowed.
