In a very general sense, events that rotate are of the sort where accumulated knowledge is more valuable. There are no doubt a number of factors that result in certain events being perennial though.

Forensics rules have actually changed quite a bit year to year, although it's hard to see that without access to a decade's worth of past rules manuals.

I'd say all of those events are of the sort where actual practice far outweighs the benefits of accumulated knowledge.

That said, it's likely that part of the reason for Exp Design and WIDI's continued nonrotation is just because Inquiry is already struggling with finding events for the two rotating spots.

It seems Disease Detectives is headed that way now, didn't they remove the topics and just make it all one big event now?

And B also has Road Scholar, which hasn't really changed much in 400 years.

I'd say Disease never really changed at all, they've just stripped away the illusion of change this year.
