Frankly, the 'ideal' camber is probably the least of your concerns. Any reasonable curve (simple arc, simplex, whatever) around 3-5% will give good performance. From there to ideal is a SMALL percentage on flight time. Unless you are already flying nationals winning times CONSISTENTLY you won't be able to measure that difference. If you are, I'd like to see your data on differences due to camber changes.

As for the horizontal stabilizer, you probably want a slightly lower camber than the wing as the rules tend to drive you to a design that does have a lifting stab. Again, exact camber has a VERY small effect on time.
