I tried putting "NBKQYX PBESD NSOC PSBCD" into Vigenère ciphers with the key word "fair" or "Chicago" and I didn't get anything. Nothing with an anagram solver, eiether.

Perhaps there is another encryption resource I'm not thinking of?

Also, "The Manufactures and Liberals Art Building" is spelled wrong. It should be liberal not liberals, so maybe it's a small hint at something.
