A question for those who may know more about this topic than I do: if questions are limited to static equilibrium per 4.a.iii, how could they involve kinetic energy as suggested in 4.a.ii?

In the Compound Machines Event, can the fulcrum points of the two levers and the connection point between the two levers be changed while measuring of the unknown mass?

The rules say that all reference materials must be in a 3-ring binder. Does this mean just one 3-ring binder, or just that all notes must be in some 3-ring binder? e.g. a team has a binder for part 1 and another for part 2.
