Does each task have to completely finish before the next simple machine starts? ie - does the wheel/axle have to finish the entire revolution before the next machine starts, or can tasks be going on simultaneously, just so the starting times are consecutive?

Does the wheel/axle (or screw) have to finish it's 360° revolution before the next task starts, or can it still be rotating while other things start up?

Look at the list of FAQs for Mission Possible, and you will find:

Each simple machine must complete the requirement listed in the rules before the next machine's requirements start to be counted. If this does not happen only one of the simple machines will count for a score as long as it completes its listed requirement.

What torqueburner says is right, but I would maybe suggest submitting a clarification for your state. My school is in Virginia, and someone asked a similar question. Our clarifications say that:

(Rule 4d) If a screw (or a wheel and axle) triggers the next task before achieving one full rotation but finishes a full rotation afterwards, will it still get points?
Yes, as long as the screw (or the wheel and axle) is what triggered the next task.
