If I remember correctly, in years past, the rules have always specified the height of the mounting block in relation to the testing platform. Some years, it was to bear on top the bridge at height greater than X above the testing platform, while other years it had to be within X of the testing platform. In some years, there were as many as 3 potential loading zones that the designer needed to consider.
