State Tournament Schedule timing
I am looking for information on:
1.What states use the national schedule for their state tournaments?
2.When are most states issuing the tournament schedule?
3.What, if any, state issues that are seen that could easily be avoided by proper communication between the schools and the state?

I can answer some of those questions:
1. I am not aware of which states specifically use the national schedule, though I know many do and many do not. This topic is discussed in greater detail here.
2. It depends on the state. Generally the schedule will be out well before the tournament to allow teams to prepare. Tennessee, for example, the state you have listed on your profile, has their schedule up already on its website: http://tnscioly.utk.edu/state-tournament/
3. With regards to scheduling, some states are more lenient than others with regards to "issues" or conflicts. Kansas, for example, puts out a base schedule for every team but allows for scheduling changes if a time slot is not full. Other states use the national schedule and do not allow changes.
If you could be more specific in what you're looking for, we could try to answer your questions a little better and to a greater extent than this.
