So basically there is no rule change? usually there is some change. am i now reading the rules properly?

there might be minor changes, but the topic is still Freshwater Systems. This means lakes, rivers, groundwater, etc.

Everything in bold is new wording (except fro the Earth's fresh waters part which for some reason was bolded). So yes, there are only very minor changes.

Judging from the picture/bolding, soinc seems to be emphasizing stream order this year.

Bolding simply indicates that portion of the rules is new this year; it doesn't necessarily indicate emphasis.

My bad then. For some reason I remember my partner and me studying stream order last year anyway. xD
