It's poorly worded. No Design Log needed for B. No points added or subtracted. Of course, you should be logging everything you build for your records!

So it looks like you don't get anything for a log, but it's still quite useful ... I can see where it can definitely start to feel dumb and overboard but sometimes it's a good way to slow down. If you have your tower "finished" I wouldn't worry about it, but if you plan to do more tests, it's actually quite useful as a guide.
