Hi, I'm looking for clarification on the use of a laptop/tablet for Astronomy C. The rules say materials should be available offline, but they may need online access to a certain NASA website. I interpret this as they cannot access the internet for the entire test, just for certain questions. Is this correct? If so, how would that be monitored?

I think your interpretation is correct. The exception is for questions involving using js9 during the exam, which entails going to js9.si.edu during the exam on your laptop. Only some tournaments do this, so it usually isn't a big deal. When I supervise Astronomy, we walk around and monitor people's laptop screens to make sure they aren't using ChatGPT, Google, or some other online resource.
