Although if you’re talking about multiple years into the future, there are a couple events that usually come around. I’m sure there discussions about these somewhere on the forums, but it’s probably easier to just look at which years the events that you’re interested in appear and see if they’re frequent.

Although the Past Event Rotation page (https://scioly.org/wiki/index.php/Past_Event_Rotations is contradictory, some of the event rotations do have a pattern. Not all of them do, so don't think you can get smart for rotations such as the Chem Lab focus rotation. Here are some that commonly uniformly rotate (note that each event on one rotation marks 2 years):

Astronomy B Rotation: Solar System, Reach for the Stars.
Balsa Rotation: Towers, Boomilever, Towers
Biology B Rotation: Heredity, Bio-Process Lab, Microbe Mission
Biology C Rotation: Designer Genes, Cell Biology, Microbe Mission
Biology Identification: Entomology, Invasive Species, Herpetology, Ornithology, Forestry
Chemistry B Rotation: Potions and Poisons, Food Science, Can't Judge a Powder
Chemistry C Rotation: Materials Science, Protein Modeling, Environmental Chemistry
Environmental Science Rotation: Ecology, Water Quality, Green Generation
Geological Identification Rotation: Fossils, Rocks and Minerals
Mapping C Rotation: Remote Sensing, Geologic Mapping
Physics (Wave) B Rotation: Optics, Circuit Lab, Crave the Wave
Physics (Wave) C Rotation: Optics, Circuit Lab, It's About Time
Vehicle B Rotation: Wheeled Vehicle, Scrambler, Battery Buggy
Vehicle C Rotation: Gravity Vehicle, Scrambler, Electric Vehicle, Mousetrap Vehicle

Note that (1) these common repetitions are subject to change, (2) there may have been some repetition in 2021 due to COVID-19, (3) I am by no means an expert with this rotation and cannot predict exactly either. I'm just sorting out the information we have and am just as interested as you are.

The Chem Lab topic rotation is actually remarkably consistent, and has been planned out for the next ten years.

Good to know! While you're at it, I'm wondering, do you know if there's a set-in-stone Dynamic Planet rotation? (I want to start studying for next year but don't know what rotation to study for.) If so, what is it?

Event rules are decided by various committees divided up by subject (ESS, Chemistry, Life Science, etc.) so there's not one unified body that dictates the rotations for everything. I only know what I've seen.

The rules committees are fickle beasts, though I'm told by those more wise than me that it'll more than likely either be tectonics or glaciers for DP next year just going by what's happened in the past.
