I need to know that do we have to build the counterweights for the regional division B, we have already built ours but when we went to the invitationals they provided their own counterweights rather than we use ours.

The supervisor provides the counterweights. Make sure your device can accommodate them.

Obviously you need your own counterweights for your testing, but in the competition you will use the weights that the ES provides. Different ES might have different shaped and sized counterweights. Your device should accommodate any counterweight that is within the specifications in the rules.
