Same Height vs Different Height? (Compound)

Hello!
I was wondering if should I connect the two levers at the same height, like this picture,

or have the Class 1 lever at a higher altitude than the class 2.
Finally, I want this build to work for both regionals and state, if so, what ratios should I use for the levers?
