From the website:
No Div A tournament this school year
Div C will run a "state tournament" sometime in March or April, probably across a few days as Mini SO tournament format. Events will be announced in October. All high schools who register may participate in the state tournament. We are not limiting the number of teams. (We did not decide about multiple teams per school for that tournament.)
There will only be a Div B "state tournament" if enough teams register.
There will not be designated "regional" tournaments in either division.
The fee for EACH team this year is $60. This reduction in fees is only for this year to pay the national fees.

Re: Minnesota 2021
Interesting. I wonder if this will boost Wisconsin invitational attendance. Will be interesting for sure.
