Stationary Dowel

Does the dowel have to be stationary throughout the entire run for measurements?

There is nothing in the rules that states that it cannot move, it just has to be touching the cup and within vehicle measurement parameters in the "ready to run position".
I would get a second opinion about this just to make sure, or maybe you can ask for a rules clarification on that.

Its been done at a couple invitationals without any problems. I'm not sure how official tournaments have been judging this matter

I used a moving dowel at two competitions run by the nationals event supervisor and had no issues.
