Has anyone been able to get the 3 Minute 5% time bonus?

My partner and I keep cutting it close at around 3:30 or 4 minutes. Is there anything that could help us finish faster? Electric winders? Pre-wound rubber?

Lots and lots of practice will help. I personally don't like electric winders but you can try it out and see if that helps improve your time. You and your partner need to know who's doing what. Who is winding, who will hold the heli, how you'll hold the heli, basically stick to a routine and practice it over and over again. If you do different things every time that may cause confusion.
