The rules say what you can use. A microcontroller such as a Lego Mindstorms isn't allowed.

A better way to approach design would be to look at simple Electric Vehicles that have been posten online from past Division C competitors. There are many videos online that have good designs for Battery Buggy that don't use microcontrollers.
