That's inches. The scale is probably 15635":1" or something similar, so you'd start the railroad one inch west of the NE corner.

i was wondering, since the rules dont say a limit on notes, do you think i could bring the couches guide to the road schollar competition?

Well, copying and pasting and then editing on a Word Document works fine.
