I've made a really sketchy one in less than a week that scored around 800 back in January, so I would be shocked to see scores that low doing so well. (The bonuses are huge in lower level scores.)
We built one day of competition when a competitor had to stay home back in January with starting action, lever action, then final action using earbuds. Needless to say we were all surprised when it placed
My partner once lost faith in our b team, so he took a shoe box, cut out the corner, approximately 10 cm x 5cm x 10 cm, and positioned a voice recorder that he owns such that when he did the start task, the magnet fell onto the play button and activated the final action. He did this because he was feeling too hyped to sleep at 12 am the night before the competition, and build this in approximately 15 minutes instead.
It would have medalled too, had my 800 point device not been there...

I'd agree with 1500+ for the top 6 at a minimum. However, it'll entirely depend on the time they choose. If it's closer to 90 second times, ~1500 is reasonable; if it's closer to 120 second times the cutoff could approach 1600. I think you may underestimate teams in the 11-20 range, since it is very feasible to make an extremely reliable mission in the 1200-1300 range (with nationals timings) without many adventurous tasks.
