That will depend on the individual event. Most of the time scored questions are used as tiebreakers - often open-ended ones, so the judges can say who had the better of two correct (or incorrect) answers. Sometimes there are questions which are only scored in the event of a tie. These are usually not numbered and marked as "Tiebreaker #1" etc., but the event writer can really do anything he or she wants.

What is the term for a sudden increase in a disease?

If it's not known whether or not this is more or less than expected, it is a cluster. If it is more than expected, it goes from outbreak (small area) to epidemic (larger area) to pandemic (countries or continents).

The rules should give you a pretty good idea of what to study.

As for sources of info, if the Wiki (Disease Detectives Wiki) and the links on soinc don't give you what you're looking for, there's always Google.

This is a very good handout for this event as it covers almost everything for the event. The Science Olympiad homepage has very good resources, and the link goes to Disease Detectives specifically.
