You want the blades to be as large as possible while fitting within the 30cm diameter circle. If you double the diameter of the circle by the blades, you will get 4 times as much power. Bigger blades=More power.
My 2010 Events
Elevated Bridge-7th
Trajectory-1st

i'm not even doing this event but i think Max size, this way there's more surface area where the wind will be pushing it, although making it larger will make it a but heavier.
edit: croman74 beat me to it.

If you're bored, then you could try attempting to figure out the problems you are asking us. Then you wouldn't be bored.
Science Olympiad is a tribute to Murphey's Law. This has been proven experimentally.
And no, I'm not a guy...even though my sig says will robsinson. It's a reference to Lost in Space, an ancient sci fi TV show. And the robot is the character who always says the line.

I'm sorry. I've been having an extremely lousy day today and my temper was short.

I hate to give it away but bigger does NOT equal more power I got first at invitationals with 1600 millivolts on high only and my blade is 2.5 inches in diameter

I agree. Otherwise, the blades are bigger than the area of the air currents, if that makes any sense. That means that air won't be hitting all parts of the fan, which equals no turning.

Watts measure a rate of energy transfer. Volts measure energy per unit charge. So you can't turn Volts into watts, because they are completely different things.
