If there is a wide variety, we'd probably just go with the largest one. We can't publish a variety, we need a single set of numbers. As for the second part, that is what we tend to refer to as "coaching through the rules." It's not the purpose of the rules to act as coaches, they are intended to set up guidelines for competition. If we were to include said line, we might as well also say "competitors are strongly encouraged to make their wingspan less than the maximum allowed," "weigh more than the minimum allowed mass," etc.
