On the state results page it lists the following for division b

Harmony Science Academy of El Paso
Central Texas Science Team
Roberson Middle School Houston
Beckendorff JH
Providence Classical School
Harmony school of innovation
Kealing Middle School

But if you go to the Austin regional results it lists
1. beckendorf
2. AAH
3. Kealing

why is keeling listed and not AAH? Did they get disqualified after the contest or something?
Well Kealing and Beckendorff both automatically qualify for state since they qualified for nationals last year. My guess is that they just haven't added in the non-auto admit division B teams from UT. Both AAH and North Austin Science Alliance should be qualifying for state.

Is attending a regional mandatory for a team, even if they're auto-admitted? (Like LASA and Clements)

I believe in Texas, the two teams that qualified for nationals the year before auto-qualify for States

Every team, regardless if they are auto qualified for state, has to attend a regionals. Their score however is not considered in picking the teams that attend state from that regional. For example, at the UT Regional, both Beckendorff and Kealing attended (both qualified for nats last year), and placed 1st and 3rd respectively. However, both the 2nd place and 4th place teams (AAH and NASA) also qualifies for state.

North Carolina is the only other state I can think of that does something similar. No other state does this that I know of does this (in fact, until now I didn't even know Texas did this).

The thing you should know is that Texas SO does quite a few things differently than any other state. ;)
