You could also use Office Live Small Business for a website. Technically it is for small businesses, but that doesn't really matter.

You have to use whatever the competition has for you to use.

Pretty much you'll use whatever they give you, but it has to be something that is MS compatible, such as Open Office or Google Docs. The official rule clarification reads
Compute This 3.a. (1/3/11): If an Open Office toolset or the online MS Office Web Apps toolset is selected, supervisors must ensure that access, function, and performance are acceptable at the tournament location prior to the competition. Supervisors must also provide pre-registered online accounts for each team, with unique user ids and passwords, that will only be used for the competition. Student accounts are not permitted for competition use. If an installed version of Microsoft Office (Word and Excel) is selected, as in prior years, no additional preparation is required other than posting the version.

At our tourney today we used Office 2003.

oh darn! i didn't think we could use that, so we never botherd to practice..oh well,....we still made it to state, so im going go look at open office....we couldn't figure out how to graph with titles....but then agian, we stll made it to state, so we have room for improvement....and our things were sooo specific! like "you have to put storm dates as your title for your days column in white font color, 20 times new romans font bolded while the background for the cell is dark gray (wondering which dark gray) and the graph title has to be NWS-Chicago with 24 bold font times new roman..." you get the point..and then they made soo many errors and this competitor, she was like "isn't this suposed to be storm watch instead of storm warning?" and the judge dude was like "no! just do it!" and then 5 mins later, he wasl ike " ok, number 4 is supposed to be storm watch instead of storm warning. i hope you didn't get to that already" but i did so like i wasted a few minutes just trying to figure out what the instructions meant......

You are usually only allowed one, so that;s what I would practice with.
