Capital letters (other than ones that should be capital) are "BATASH" and maybe "SC". I think we unscramble that and then it's a vigenere?
I'll update later with more ideas
UPDATE: It's probably the atbash cipher!!
Using the atbash cipher I get "jimmybond"

Jimmy-bond seems like a good protect. Now that I think about it, he or she could be one of the sassies, as "What a fast thinker!" could refer to someone being good at fast facts, and i think that jimmy-bond got a medal in fast facts at nationals twice, and I think he/she won it last year.

The capitalized letters are ATBASH and using atbash on the letters gives jimmybond
Based on this logic, I hereby protect jimmy-bond.

Not sure what the rebuild part of unscramble and rebuild is.
Also, two cipher clues.... sassys do ciphering?

True. But do many Div.B people know about the Atbash cipher? The only ones I knew of before this clue were caesar, vigenere, and baconian, and I only knew those from sassy games.

I know atbash but I also have had very close contact with Div C and I was already pre-studying and writing tests for code last year so I’m not a good example...
