OOH WAIT! Could the image be swirled with Scratch? There's a block

and one of the effects swirls the sprite! I can't put the image in Scratch because my Chromebook blocks the image, but can someone try that? (Also, might it be a Game On ID clue?)

EDIT: Protect TailsFan101! Vulpix is a fox and so is his profile image, so if it's not JoeyC it could be TailsFan101 (or has he already been protected already?)
