what gender is this bird?
name two specific flowers they feed on. why are they attracted to these flowers?

Not sure, but I'd guess Cooper's Hawk, which winters in Mexico, southern Florida, and the Midwest (parts of TX, OK, KS, and NE).
Edit: I think austinfhs is right. I think I completely missed Swainson's Hawk while flipping through my field guide. >.<

The chest mark definitely suggests the Swainson's Hawk. It winters in southern South America.
