Can't speak for any of the teams that made nats those years, but for our school specifically the regionals-states gap is the most productive time period of any time of the year. At a school that's been more nationally competitive over this period like Solon or Centerville, perhaps the drive to actually get out of Ohio was greater than to win nats, so the longer the gap the more competetitive they were at nats? I also think Solon specifically had some really strong classes those years, as the Div. C teams from their threepeat were their initial middle school national champions as well.

My mistake, I forgot to exclude New Albany from the rankings, though for Division B, New Albany's middle school was included.
