The first 6 lines could refer to simply the united states....flag of revolt...divergence = civil war.....triumphant force in 1945 (WWII)....then all we'd have to do is figure out what this interrogation is (elucidation basically means a clear explanation).
I feel like that's a stretch though.....

Alright, I'm going to be selfish and protect myself, because the 2nd-5th lines could refer to the American Revolution, and the Declaration of Independence was signed in Philadelphia, which is in PA.

The line about "species six" seems to point toward fmtiger, because there are 6 species. As I probably won't get on again to solve the clue, I protect him.

The clue might refer to wolves. The contest for the city may refer to Rome, with Romulus and Remus, there are 6 species of wolf (red, grey, ethipian, eastern, indian and himalayan) and the last line says one among us which refers to 'a wolf among us'. Any users this might point to ?
