Are we allowed a binder and a field guide or just one of them?

Hello,
Under Wood-Warblers, the Magnolia Warbler is listed as
Dendroica Magnolia in the Bird List. However, most resources are listing it as
Setophaga Magnolia online and in books.
I found this article on wiki which states that the name Setophaga takes precedence after the merger of the two Genus:
https://en.wikipedia.org/wiki/Setophaga
What would be the right answer to what the correct Genus of these warblers is?

Bird List always takes precedence under any circumstances.

Unless they correct the bird list... which is definitely possible.

I've notice that on the list, it lists the scientific name of the Clapper Rail as Rallus longirostris, but allaboutbirds lists it as Rallus crepitans. Which scientific name should I use?

Rules always take precedence.

Would it be advisable to have general information on the Orders and Family groups and not just the birds listed under those bigger categories?
e.g. have a page of notes for Anseriformes in general and a page for Anatidae in general
