Does anyone have link or something where i can get some info about wheeled vehicle?

The rules are going to be completely new and are only in a very early draft right now. Any information you find online will be dated, so I wouldn't even worry about hunting for it.

I am thinking it won't be powered my mousetrap, elastic, batterys, orsomething like scrambler

so whats left? counterweight attached to the vehicle? air pressure propelling it (CO2 cartrage)?

If I recall, ours used a fishing line for propulsion.

Uhhh, quiz. The original post said "fishing line".

and the fact of the rules being totally being redone kinda implies that there will be a different source of power and not fishing rod
