Oct 31 is thought as the number 31 in the octal system(base 8 ie. the only digits used are 0,1,2,3,4,5,6,7) . Similarly Dec 25 would be 25 in the decimal system.( The default base 10 system).

Now 31 in octal is 3*8 + 1= 25 in the decimal system. That's how you get Oct 31=Dec 25 and then the joke follows.

For n digits of pi, let there be a wall of infinite mass on the left at rest, a small block at rest in the middle, and a block of 100^n times the mass of the small block moving to the left with some velocity; the digits of pi are the number of perfectly elastic collisisions of the small block.
