Sorry but that is wrong, Dark Sabre. I just emailed the Ohio SO Official and is going to get his say.

Uhm, that's not wrong. It originates at the NATIONAL level and applies to ALL tournaments. Plain and simple, you should not be able to compete on two teams.

i was late for dynamic planet at regionals this year and all that happened was the lady acted like a complete jerk

I think "sihT etupmoC" is a little confused with what is sometimes permitted at some invitational competitions vs. what happens at Regionals, State, etc.
Regionals and State require a certified lists for each team and Invitationals do not. It's up to the coach to prevent this from happening. Unfortunately, the coaches tend to be busy running events and the students are expected to follow the schedule. They are not allowed to substitute without permission (to prevent breaking the rule).

Also, at our invitational, we had a school that had 20 people. Rather than force 5 of them to sit out, we allowed the school to compete 2 teams and overlap students. To be fair to all teams, we DQ'ed the entire 2nd team in every event thereby making them ineligible for awards. The other requirement was that both teams compete in the same time slot to prevent possible cheating.

If "sihT etupmoC" actually filled in on 2 teams, he was wrong and should have been DQ'd

This is why the coach always puts the following statement on every team roster he hands out
"Team members (on the above list) will compete together as team #xx. You may not compete with team members on team #yy!!!"

I'm sure he'll be upset when he finds out this has happened.

This is a perfect example of why you MUST contact the organizers of YOUR tournament for an answer. There is no way to enforce national rules/guidelines on other tournaments. If they disagree, they WILL change the rules!

If your event allows you to bring a binder, can you stuff extra material into the side pockets of the binder?

Actually, normally no. Most rules say that all materials must be bound in the binder rings and not loose. Check the specific rules for your event.
