Well we could give move/delete powers to some users who collectively with the mods can respond quickly to anyone who messes things up. This actually is not a bad idea. It would tell the new comer what to do a how to not mess up the forums.

you could do what you do for the poll's fourm, a mod has to see the topic before its actually post it, this way new members won't be able to make 20 threads of the same thing
