When did the USFG first establish timezones? What prompted it?

Officially, time zones were implemented into US federal law with the Standard Time Act of 1918 (to save daylight and to have standard time throughout the country). But the US also did somewhat implement the Standard Railway Time System in 1883 to have organized time for all the trains

Lincoln, Nebraska has the coordinates 40.8 N, 96.7 W. A Science Olympiad student preparing for the national tournament decides to calibrate his time-keeping device, a sundial. In order for this student's device to properly work, what angle should the gnomon make with the ground?
