That is a very strange definition. I don't see why a handle would be necessary. I mean, as long as the sides are above 10 cm what difference would a handle make?
Using a milk jug as an example, the handle is attached near the small opening at its top. The rules state that the jug can be cut to enlarge its opening as long as the sides are above 10 cm. A golfball doesn't even fit into the opening of a uncut jug, and cutting it would remove part or all of the handle.

Confused.. so can nothing be on the bottom of any jug even if it's not directly attached to it? For max points the final task of sounding a buzzer should be initiated by the final golfball falling into a jug.
I guess you could make the buzzer above the jug and then have the ball roll immediately into the jug

Note that 4.a. explicitly states that the 'top of the jug may be cut to enlarge it's opening'. It doesn't say that it has to be cut in such a way to keep all of the handle. General rule #1 usually applies in situations like this:

Does the buzzer have to be made by us, or can we buy a premade buzzer? It never specifies that in the rules, but only says it can't gave integrated circuits.

Hey all, I'm fairly new to MP. On the wiki & with past examples there's extensive use of Lego programming, but for the past 2 years theres a rule against integrated circuits & computers. Am I not reading it right? Thanks!

When the wiki and official rules communicate conflicting information, always go by the official rules. The wiki is edited by members who volunteer their time, so it might not be up-to-date for the current year's rules. That being said, feel free to update information in the wiki.

Does the buzzer have to be built or can it be a purchased component? In general - how do we decide what is purchased vs. built?
... question from someone new to this....

You could probably just buy one. Making a buzzer is pretty impossible.
