i'm getting like half a picture of the symbols i think... there's no white border on the bottom, the symbols are just cut off.

They are not runes.
The picture was uploaded with picoodle.com you should check to see other pics uploaded to the site, see if anyone uses that site.

PS: "The Painful Plateaus?" Really? You mean, like, a flat-topped mountain that causes harm or distress? I don't get it. Although once I saw this really bad movie on TV where there were these aliens that were infiltrating a human mind and the affected human (a little boy) kept having alien-inflicted dreams about this plateau called "Death Mountain" or something so the oblivious parents were worried so they set to to find the plateau and they found it and there were ALIENS!!!!!!!!!
So... yeah, the "Painful Plateaus," now I get it, it's from that movie.
